Dear NAME,

 

It is with great pleasure that I extend this invitation for you to join us as the 'Namgis First Nation and the BC Ministry of Tourism, Culture and the Arts (MTCA) sign a Memorandum of Understanding (MOU).

 

On Wednesday July 21st, 2010 representatives of the 'Namgis First Nation and The Ministry of Tourism, Culture and the Arts will gather in Alert Bay to sign a Memorandum of Understanding which expresses our combined desire to preserve opportunity for future development of the Mt. Cain Ski Area as a regional ski resort with the full partnership of 'Namgis.

 

This MOU is a direct result of the 'Namgis vision to be the driving force in sustainable economic development of lands and resources within its territory and extends to partnership in the current and future development of the Mt. Cain Ski Area.

 

Please join us for the signing of this agreement, and to share a meal with us and our guests, in honour of this next step forward for our community.

Please be informed that this coming Monday July 12, 2010 'Namgis First Nation Councillors responsible for the Health department will be holding a Community meeting to inform members of the status of Health Department activities.

Materials will be handed to everyone in attendance at the meeting. It will be provided to ensure members receive information on Health and prepare you to ask any questions you may have of Councillors and senior staff with regards to Health.

This meeting is part of an ongoing series of meetings planned for 'Namgis governance portfolio holders to meet directly with 'Namgis members to discuss issues on a department by department and issue by issue basis.

Important notice to 'Namgis & WHE LA LA U House Holds

Date: July 8, 2010

 

Due to increased summer water demands our water consumption is over our capacity by half.

Please be advised the 'Namgis First Nation is recommending that unnecessary water use such as:

• Watering your lawn

• Washing your vehicles

• Refilling pools too many times, please be limited.

We operate on a water well system that is supported by pumps that are being worked at higher than normal levels.

It is important that all members cooperate on the unnecessary usage.

Project Manager Ad – Land Based Closed Containment

Project Manager - 'Namgis Closed Containment Salmon Aquaculture Pilot Project

The 'Namgis First Nation is based in Alert Bay on Northern Vancouver Island and is one of the largest and most progressive First Nations in B.C. 'Namgis are working with The SOS Marine Conservation Foundation (www.saveoursalmon.ca) in order to demonstrate that salmon can be grown to full size in a land-based closed containment pilot facility and to determine the optimum design and operating parameters for a larger, commercial scale facility.

Job Purpose: The Project Manager will be responsible for developing the Project through the various execution phases to the start of the first salmon grow-out cycle (forecast to occur towards the end of 2012).

Preferred Education: Bachelor of Science Degree in Engineering and/or Aquaculture, or demonstrated equivalent.

Preferred Experience: 10 years managing the engineering, procurement and construction of aquaculture or other projects; additional experience in business development, regulatory and environmental assessment is highly desirable.

Salary: Commensurate with experience.

Job Description

 

Position Title: Project Manager

Date: May 19, 2010 

Project: 'Namgis Land-Based Closed Containment Salmon Aquaculture Pilot Project

 

Job Purpose:

The Project Manager will be responsible for developing the Project from its current conceptual stage, through the various execution phases, to the start of the first salmon grow-out cycle, which is forecast to occur towards the end of 2012.

 

Preferred Education:

  • Bachelor of Science Degree in Engineering and/or Aquaculture, or demonstrated equivalent

Preferred Experience:

  • 10 years managing the execution of large industrial and/or aquaculture engineering and/or construction projects, or other relevant experience as may be demonstrated
  • 5 years in a business development role
  • 5 years of concurrent experience in:
    • Securing regulatory and permit approvals
    • Directing environmental assessments

Reports To:

'Namgis First Nation representative on the Project Steering Committee

Critical Outcomes:

The Project Manager will be responsible for the following critical outcomes:

  • Complete the following Phase 1 work by November 2010:
    • Front end engineering design ("FEED") work including:
      • Salmon species selection
      • Site selection
      • Capital and operating cost estimates
    • Marketing assessment for salmon sales
    • Environmental assessment
    • Regulatory and permit approvals
    • Investment recommendation for the Project, including the economic evaluation and risk analysis
    • Input for the various funding applications

 

  • Take the Project to the investors for a Go/No Go decision by the end of November 2010

 

  • Subject to Project approval, have primary responsibility for managing the building of the facility, including the:
    • Detailed engineering
    • Procurement
    • Construction
    • Commissioning

 

  • During the facility construction and commissioning, work closely with the Operations Group, who will have a secondary role supporting the execution of the Project
  • Start up the operations and initiate the first grow-out cycle in the last quarter of 2012

 

General Duties and Responsibilities

The Project Manager will have overall responsibility for the Project execution, including:

  • Managing the in-house aspects of the work, including the marketing assessment, regulatory and permit application(s), and environmental assessment(s)
  • Going out for bid on the contracted aspects of the work
  • Reviewing RFP responses
  • Negotiating contracts, including those for engineering, procurement, construction, commissioning, and environmental work
  • Managing the contracts including, approval of designs, approval of changes, progress measurement, and approving payments to contractors
  • Meeting with regulatory officials from the BC MAL, and other governmental departments as necessary, to vigorously advance the regulatory, permitting and environmental processes
  • Submitting regular progress reports and giving presentations to the Steering Committee

Resources

The Project Manager will have the following resources with which to perform the work:

  • A budget to complete Phase 1 of the work by the end of November 2010
  • A FEED contractor to complete the preliminary engineering
  • An environmental contractor to assist the in-house resources
  • A marketing consultant to assist the in-house resources
  • The 'Namgis First Nation to provide services and expertise for:
    • Regulatory and permit applications
    • Project controls and accounting
    • Administrative support

Project Description:

The Project is a pilot plant facility aimed at demonstrating the technological and commercial viability of producing salmon in a land-based, closed containment, recirculating aquaculture facility. It is to be located in the area of Northern Vancouver Island. The Project is comprised of one full-sized module to test the operating and design parameters based on the technology design proposed by Dr. Andrew Wright. The intent is that it will become the basic modular design unit for a much larger commercial facility.

There is a full-time position being offered at Tʼlisalagiʼlakw School. It is currently looking for a Special Education Teacher/Coordinator. This is a full-time position for the 2010-11 school year with the possibility of continuity.

 

This is a band operated independent (Group 2) school. It enrolls 84 students from Nursery to Grade 7.It employs 21 staff members (8 teachers). The average class size is 15. The facility is modern and was built in 1994. The school is very fortunate to have good, caring people on its staff. There is excellent continuity in the staff, and the school is experiencing positive growth in all areas. There is great support from the parents, Band Council, and the School Board Authority.

Qualifications include:

Training Opportunity

 MOBILE Residential construction

Program Length: 7.5 Week modules

PURPOSE

Each of these programs is designed to provide the learner with the hands-on training required to develop the skills, knowledge, and attitudes that will enable you to work in the construction industry.

The level at which each graduate works will depend on his/her interests and on the individual programs completed. Graduates may work in residential construction, for commercial construction companies, in renovation businesses, and some graduates may establish their own business.

ADMISSION

  •  A satisfactory entrance interview with a College official
  •  Candidates should demonstrate a strong interest in the construction field
  •  Candidates should be physically fit, with good manual dexterity, good hand-eye coordination and balance, and able to work at heights and in adverse weather
  •  Candidates must be 19 years of age or older on the first day of classes
  •  We recommend that applicants have a grade 10 education (or equivalent) including science, math, and English

Purpose of the Job: You will be responsible for the efficient organizing, controlling and management of the delivery of programs under KCFS.

 

Reports to: Director of K'wak'walat'si Child and Family Services

 

Specific Responsibilities:

 

  • General Program Management: Provides administration support in the areas of program reporting, Human Resources, etc.; maintenance of equipment/building; ensuring contractors keep appointments, complete their duties, and submit proper invoices.

     

  • Administration Support: Provides administration support in the areas of general paperwork, purchase orders, maintains staff records; time sheets, etc.; monitors the staff files and general filing system by ensuring they are complete, organized and up to date; relays and coordinates routine communication and/or correspondence; will assist Director in all aspects of Human Resources:

     

  • Budget responsibilities require: assisting in drafting and preparing program budgets; ensuring expenditures are coded and properly accounted for; notify staff of expenditures and entitlements.
